Mountains, rugged, rugged mountains cut the state in half, and the bulk of the place is hills and hollows - road-building has always been a challenge.

Land’s not great for farming, so no great populations.

Plus, they live so far back in the hollows they have to pipe in daylight, as the saying goes.
