I guess that religious nuts, in their fervor to discourage sex, DO make examples of anyone who seems even slightly sexually liberated, and thus they blame victims.

While this can backfire and create a rape culture, whether it actually has in a specific group is not a question of principle it’s a question of specifics. And it may be a bit unlikely in our culture.
