The number of people who will not have to get insurance is distressingly high. There is a list of exceptions, most of which will keep the working poor out of the program in states that did not extend Medicaid. Governors in those states have effectively barred the very people the ACA was designed for.

May I assume that all those governors are Republicans, and their states are quite red?
