You have heard of mental disabilities. An undeveloped brain is one of them. Mental capacity can be judged. I bet David would meet some of the tests.

Perhaps. I am not a Dr.. But from the evidence I have seen thus far and my layman opinion , I agree with you. Unfortunately the law is not going to see him as his “mental” age, but his chronological age.
