Republican gubernatorial frontrunner Ed Gillespie unveiled a tax reform proposal today that would cut Virginia’s individual income tax rate for the first time since 1972 and push cities and counties to scrap local business taxes.

Gillespie, a former Republican National Committee chairman and political consultant who holds significant polling and fundraising advantages over his three opponents in the Republican primary, called the tax reform plan the “centerpiece” of his economic message as the GOP looks to retake the Executive Mansion after years of Democratic control.

Gillespie is expected to roll out his call for an “across-the-board” cut at two campaign events today in Northern Virginia and an online town hall meeting tonight via Facebook Live.

The proposal centers on a 10 percent cut to the individual income tax rate phased in over three years if the state brings in enough new revenue to pay for it, an approach Gillespie said would prevent government services from being disrupted for lack of funding. When fully implemented, the cut would save an average family of four almost $1,300 per year, the Gillespie campaign said.

The tax cuts would be based on revenue triggers, meaning they would only kick in if the state takes in enough new money cover the cost. It’s unclear what economic conditions would have to be met for the tax cuts to occur. Gillespie said the triggers would be designed at a later date by budget officials and the General Assembly.
