Almost certainly in terms of his “ratings” and how this can be spun by the WH: likely a tack of Brave President Donald Standing Up For The Working Joe - by using crude threats to force GM to - what? Keep those plants in operation (unrealistic)? Find other jobs for the redundant workers (unlikely)? Try to force Congress to back him (all for Working-Class Joe, of course) or face the wrath of a Twitter-storm castigating Democrats - ‘cuz we know he’ll blame them - for abandoning all those hard-working Real Americans?

Occam’s Razor explanation - he wants to destroy them for making him look like the idiot he’s always been
