I think you read that wrong. Charity cases went up 2 million dollars from 10 million to 12 million over a 2 year period.

and charity cases increasing $2 million over two years from $10 to $12 million.

Ah, got it — my bad.

But that’s still $10-12 million spent on charity cases, which obviously contribute to the $8 million shortfall.
