You don’t need majority-minority states to get minorities in the Senate. After all, the African-American Senators in the 20th and 21st centuries all have represented states that are a majority white. The problem in the Senate is the over-representation of rural states with small and often non-diverse populations.

Leave the Senate the way it is, and if we’re really stuck for-fucking-ever with 435 members in the House (How that happened I’ll never know), then proportion votes accordingly. Each one of Wyoming’s Senators gets one vote, each one of California’s gets 53 (in the extreme cases).
