I believe I read somewhere that such a thing wouldn’t be legal. He may very well have to go through every one of them one by one.

I would think that the first pass would be to formally invalidate any executive orders that had been issued illegally. Considering the chaos and contempt for any sort of process from the current squatters in the White House, this should take care of a lot of them.
