Not sure about Alaska but in Indiana you can be arrested by a private citizen
(Indiana Code 35-33-1-4). I think he might be slightly confused though since the citizen is still liable for false arrest/detention while the officer who takes custody is immune.

Citizens Arrest…legal in most states, but you need to declare it as such pending the arrival of law enforcement, after which you step back.
