I’m going to go out on a limb, risk downdings, and say that the fact that the attack happened in Norway is a sign that the Radical Right there is being squeezed. Norway has more resistant than most of Europe to the bigotry bug.
Think of it like that point in the Dark Knight where Alfred said (paraphrased) that after the criminals where so heavily pushed, that the Joker was unleashed as push back. Certainly the terrorist was a lone-wolf. However, he is indicative of the fact that the far-right in Norway is much more unpleased with the Norwegian Government than the far-right in other nations of Europe (Including the Netherlands, where the Far-Right are de-facto in control).
Also, the guy who was arrested in the past 48 hours in Finland for trying to buy a large amount of fertilizer. Finland acts in the same way as Norway in many cases.
