I was very impressed at how the law was written. Over and over it stresses that State and Federal agencies are NOT to run roughshod over local authorities for the very reasons that you state.

State and Federal agencies frankly have no interest in running roughshod over local authorities, occasional asshole exceptions and frequent fringe-wingnut freakouts notwithstanding.
