Not exactly clear. As long as they retain their otherwise valid visas and can get on a flight before the temp order expires they should be fine. It’s the getting on a flight at this point that might be tricky since the stay specifically enjoins further “removal” actions from the United States. A stickler might read that as saying you need to actually make it here before it applies.
