For the record: Thomas Jefferson never served in the US Senate. And the filibuster was basically created by accident during the Jefferson Administration when Vice President Burr pointed out that a senate rule was redundant. The Senate changed the rule but didn’t create a way to end debate thus creating the filibuster.
