Norquist only cares about the GOP as vessel for his ideology. He has no interest in the party actually governing.

When was the last time the GOP showed an interest in governing anything other than a woman’s uterus or the voting booth? Most of the time, they’re more interested in dismantling the government so they can loot and pillage at will.
