I did read the Bloomberg piece. What happens when state governors tell Mr. Trump and President Bannon “no?”

Trump is not well-known for taking no for an answer, and Bannon knows as well as I do the Feds can nationalise the Guard under an allegation of civil disorder.

I’m not ready to go all “black helicopters” and false flag civil disorder yet, sorry.

The facts appear to be that a draft plan was put together that strove to at least follow the letter of the law. So, likely put together by actual professionals.
I’m more prepared to believe that it might have been discarded because of the “opt-in” provision. Since it would be politically humiliating for the administration if a number of states refused to “get with the program”
