I don’t think it would apply if Trump became president. Those exclusions have exceptions for heads of state and heads of government of states. Arafish was never able to take advantage of those exceptions because he was not actually a head of state.

Maybe so, but even if there is an exemption, the mindset of unwelcome would surely persist. That would be like when Arafat was allowed here, technically not “here” but in fact to the UN to speak. Very unwelcome here, scorned as such.
