I googled the Moscow Times. Could be a red herring on the Kremlin’s part to report this but the publication it doesn’t seen to be an instrument of the Russian government I.e. RT.

The Moscow Times is independent, mostly because (up until a couple of weeks ago) it’s published only in English, so got a pass on censorship. However, there are big criminal penalties for “misreporting” coronavirus statistics in Russia, so you can only print the officially approved bullshit numbers without risking jail. Accordingly, there are limits to what they’ll report.
