Maybe. It could be more random, or it could actually be sinister in intent. A commentor called “dpwiener” over there gave two reasons:

Basically there are two possibilities: (1) This is a run-of-the-mill computer-generated audit. (2) Somebody in the IRS or Treasury Department heard about your Tax Cheat stamp idea, was annoyed, and decided to harass you with an audit.

It is known that Clinton and Nixon used the IRS against people they didn’t like, and FDR went after rich people who he thought were using loopholes.

It’s worth following to see what comes of it.
