The 22nd Amendment says “elected” not that they can’t rise to the office via succession.

They could have Obama serve as SOTH and be elevated to POTUS through the order of succession.

It strikes me that this would become an issue before the SC. It’s traumatic enough to have a Speaker become President; it would certainly lead to even more dissension if there were questions about the Speaker’s eligibility to hold the office.
