Not necessarily. IDF has found and reported that the tunnelers were using covert methods to hide the material they were digging out . Putting them in sacks and other items for dispersal elsewhere.

Think of it as a modern take on the Great Escape’s socks dispersing the Tom/Dick/Harry tunnel spoils.

As for bringing the materials in, it’s possible that they could say that they’re doing foundation work.

I find it hard to believe there’s no cooperation between the people in the hospital and the tunnel diggers. The tunnel from the hospital is about 2.5 kilometers long, I’m guessing maybe 60 ft deep. That would require months of around the clock digging. I don’t think it would be practical without anyone knowing. My guess is that it’s an open secret. Everybody knows but they’re careful not to talk about it too much.
