Right. The government pays when his official acts, executive orders, like the muslim & trans bans are challenged. Trump, his campaign, or his private supporters pay when he’s sued personally for things like emoluments clause violations or feels a need to mount a preemptive defense to the Mueller investigation.

More importantly these public vs private defenses are carried out by two entirely different legal teams. The White House counsel and solicitor general defend against challenges to the government and Trump’s private counsel defends against suits targeting him as an individual.
