But then there is a concept of “Israel” that includes more than the Jewish people, right? There’s a concept of Israel that includes all the citizens of Israel. In that concept, the people and the land are not one; or ‘the people’ would mean all the citizens, not just the Jewish— or religiously Jewish— ones.

Everyone’s homeland means something different to them than another piece of land. Is that a hard concept to grasp? Why are the Jews different than the French, the Italians, the Germans, the Jordanians, anyone?
