Making a list of all possible violent extremist groups does not mean all groups are considered of equal threat. If the DHS left any group out, they would not be thorough and would not be doing their job.

I don’t recall; was it a list of actual groups, or a list of causes from which hypothetical groups might draw? Because unless there are names and addresses, it seems to me like it wouldn’t be all that useful for law enforcement personel.
