I need a translator for a map I found. What does this map say?

It’s an overview of various government buildings in the area of the bomb going off (marked “1”). Dept. is short for departement, or ministry, and there are various ministries shown. The red circle shows how windows were blown out hundreds of meters away. I spoke with a friend who was at the intersecting Karl Johan street (main street of Oslo) when the bomb went off, and it was a very, very loud bang.

The (2) says that a man in police uniform has been shooting at Utya, and that he has eventually been arrested, not much more. But it shows Utya in relation to Oslo.
