I think it’s two things: they think they can keep rigging elections, and McConnell believes that if they get this passed, it will take at least a decade to fix it.
It is bizarre how determined they are to pass something so enormously unpopular. My guesses: McConnell is being directly or implicitly blackmailed (financial crimes). Most of the Republicans figure that the next election is still a long way off and trade short term gain for long term pain, plus they’re more worried about an even crazier primary challenger, and also figure Someone Else must have a great plan to get them reelected.
I think they’re really, really wrong, but if you have lived in the US all your life you haven’t seen a real political collapse. Yet.
