I forget where I was reading it, but someone pointed out because of the size of Texas and having five top 100 markets, having to spend money in Texas drastically affects campaign money strategy nationally. Having to defend in Texas weakens their positions in other races in the way that challenging in North Dakota doesn’t.

And unlike Rick Scott in Florida, Cruz doesn’t have an unlimited supply of his own money to spend on the race.
