[subtext removed from GOP argument] Except that the GOP and Congress signed off on the expiration of the tax cuts three different times.

2001 upon initial enactment.(2001 EGTRRA)
2003 upon the accelerated enactment of the rate cuts (2003 JGTRRA)
2010 upon enactment of the tax extensions (H. R. 4853) through end of 2012.

That’s three times that Congress knew that these tax credits would end. Now, they’re hoping everyone ignores that Congress meant for the rates to eventually rise - just that no one wants to be on the blaming end for that.

The same Congress saw fit to pass the buck on cutting spending, and left it to automatic cuts unless Congress could find a way to make a deal on that too.

Congress failed to do that, so the automatic cuts will kick in and now they’re kicking and screaming that their pet projects are on the chopping block and have to explain to their constituents that they hate government spending except for the programs that bring home the bacon to them.
