Sure, the rich guy pays a larger sum, but things are ass-backwards if he pays a lower rate.

No, he pays the same (base) rate on income that you or I pay, and he pays the same rate on capital gains that you and I would pay.

So how does Romney get an effective 13% tax rate?

Before I became one of the poverty-stricken (odd jobs, less than $5000 per year income per year), my effective rate on an income vicinity household median was 22%. Romney paid a lower rate. The reason was that he could afford to take advantage of tax holes. Part of that was because he had the money to put in those holes that would negate taxes. Part of that was because he could pay the experts to find those holes. Neither of those were available to me.
