The city limits of Detroit are quite specific, and most industry moved beyond the boundaries some time ago. All these little satellite cities and townships are completely autonomous and those north of 8 Mile are not even in the same county as Detroit.

This is also not a Detroit-specific problem. Houston, for instance, has similar white flight problems, and a bunch of suburban cities that cut away at its tax base while sucking at its major metro area teet.
