It’s more of a psychological thing. We put more value on what statisticians would call “high leverage” situations. Those high leverage situations are usually late in the process/game/campaign. And so we tend to pay more attention to an “October Surprise” than we do the voter registration and engagement events in February or June.

I’m probably misunderstanding this, and so I’ll seek your forgiveness in advance, but I personally believe a significant percentage of human beings decide their vote on a whim at the last minute. I myself have done this in the past. A significant percentage of people do not follow politics on a daily basis. They vote on how they “feel” at the moment of marking the ballot.

Therefore, respectfully, I don’t think Comey’s action in this regard should be dismissed “as a bad holding call at the end of the game.”
