The loophole is that the post office will deliver ballots and then bill the government entity for the postage due. It’s one of the things the Republicans hate about mail in voting.

Is that true? Why would they have “Post Office will not deliver without proper postage” then?

I don’t know the answer—just seems like they’ve covered themselves for not delivering with that little phrase.
