Back in 1913, the only place you saw paved roads was major cities which had the tax revenues to afford crews to come in and either pack down the dirt to lay cobblestone down. Bigger towns might be able to afford to do the same on the main street and one or two smaller streets. But anywhere else and you’d be driving through mud with the first good rain storm.

As late as 1939 the active US Army was smaller than Portugal’s.
