As federal tax revenues dry up an increasing burden will fall on local govts. In blue states especially, they’ll be hard pressed to raise taxes to meet the need (wealthy communities will be ok, but will still be hit by the limits to SALT deductions). Many communities are already reeling from 2008; this is a sucker punch.
