Because nuking a country of limited means and limited capabilities with our own significant nuclear arsenal isn’t enough and Trump needs to top his own bombastic bullshit?

Once you’ve threatened nuclear attack, there’s no where else you can escalate. That’s the top shelf of violence on this planet.

The military has developed all kinds of ways to kill people, but nothing tops nuking a city or country. In fact, the military has gone to considerable expense to find ways to kill people without having to nuke entire countries (bunker busters, etc.) because nuking entire cities is abhorrent and violates all current international norms.

Trump doesn’t care about any of that - he has bombs and he wants to use them, damn the consequences.

Trump would turn the US into a pariah state and he would be rightfully considered a war criminal for engaging in such actions - along with much of the GOP controlled Congress that has continued to enable his admin in ways large and small.
