The IOC lied. It has never had a moment of silence.

They claimed they already had a memorial service of some kind, not necessarily a “moment of silence” but I’m not sure when it was held, or if they observed any kind of memorial on the 40th anniversary. I know that individual teams and athletes observed a memorial at this year’s games, I do not know if any official memorial was held.
