I read in a local paper today that the minimum sentence for the charges Turner was convicted on is 2 years (prosecutors wanted 6 years). If true, the judge’s sentencing decision is even more indefensible that I thought it was.

It is, but the judge can make an exception if he feels there are extenuating circumstances, which is what he did here.
