That’s a dynamic (elected versus appointed) that’s preventing the consolidation of law enforcement operations in my neck of the woods. Bergen County has a police department (1 of 2 counties that have its own independent county police department) plus a county sheriff’s department.
Efforts to consolidate have broken down because the sheriff is elected (and is in charge of the county jails). There’s quite a bit of duplication of service as a result, and the cost savings could be substantial.
