The Army, Navy, Marines and Air Force are fully funded. And, all service members of those branches are getting paid

While the Coast Guard, traditionally the fifth branch of the US military, is idle and her members go unpaid because it is a civilian agency in peacetime, once under the Department of Commerce until it was stuffed into the gaping maw of DHS after 9/11.
