Actually, it’s his to do with as he pleases. It was originally loaned - not given - to George W. Bush following the 9/11 attacks as a symbol of solidarity. It was loaned to the President - not the people of the United States. An offer to extend the loan was made, and turned down by Obama.

Classless? Yes. Unethical or illegal in any way? Not at all.
