Yes, the regulation handed down by the FCC said that states couldn’t adopt regulations.
However, as the FCC has abdicated responsibility to regulate ISPs themselves, the order from the FCC is self-contradictory. Thus, Washington, California, and Nebraska are setting up for a lawsuit against the FCC (intentionally).
