and if it’s 1 not 2, that harley’s board and finance departments and teams of cpas (hired to save them all that tax money like all corporations do) are too stupid to understand the law?

Harley’s lawyers and tax department knows what the law is. They also can do basic math.

The tax scam isn’t benefiting them. The repatriation tax isn’t helping them. They can’t find loopholes to take advantage of, and are now getting slammed thanks to Trump taxes - tariffs by any other name.
