Your reading comprehension really does suck. The argument was that communities do in fact deny permits to new chain locations all the time due to local sensitivities, not because of any danger. The google is replete with examples of towns denying permits for new locations to Starbucks, Walmart, gun shops, pet stores, taverns, strip clubs and adult bookstores to preserve a character that the elected officials have decided is important.

I’m going to stick up for Killgore here-it is not generally appropriate for a community to ban a fast food franchise because the owner has certain political beliefs.
