This other reason that I think this is Chuck’s big plan is that technically Chelsea isn’t a Secret Service protectee since she’s over 18, and he can theoretically get Bill’s DNA from Lewisnky’s dress and therefore doesn’t have to deal with Secret Service protection for that.

If I’m right he’s skating on the very narrow edge of legality, which would explain his concern and need to run his scheme by several lawyers before going forward with it. He’s also likely to incur some severe Secret Service heat anyway, because getting Chelsea’s DNA is going to involve some incredibly creepy stalkerish behavior that the Agency might involve itself in anyway despite the technical limitations on who they overtly protect.
