Would you take an impeachment vote to the floor if you couldn’t guarantee enough Democrats?

The impeachment process reviews all the evidence. Consider it a trial. It’s a reasonable assumption that the process will change votes to impeachment. Considering the volume of crimes and evidence, waiting until exactly 218 House members say they will impeach before a trial doesn’t seem reasonable. The House has to do something or it’s all for naught. They won’t even cite anybody for contempt for ignoring subpeonas.
