I think it’s in ‘Do Androids Dream of Electric Sheep?’ where elections are determined by selecting the most popular television show host as the winner. Media and politics are one in that scenario. Looks like we’re getting there quickly.

‘Do Androids Dream of Electric Sheep?’ was the basis for Blade Runner. I think your thinking of ‘The Game Players of Titan’, …..maybe? Can’t really think of Dick novel or story that has a similar plot.
