In Minnesota, it’s usually not even checked unless it’s a $50 or bigger, though I have seen some places check $20s; but you’re right, they don’t usually make change until after the bills have been checked, if they’re going to do it. The whole situation reeks.

I see $20s get checked pretty regularly around here. When I use a $20, it’s usually a fresh one from the credit union ATM so I just consider it a part of doing business.
