IIRC, the White House has always had a “Protocol Office” which was non-partisan, although iirc, the President could replace the head of that office if he chose to do so. Unless Obama discharged the head of that office without replacing him/her, then he surely did know the proper protocol. Why he chose not to follow it is not something I would guess about.
