OK, only an amateur Constitutional scholar, but isn’t January 3 - as specified by the 20th Amendment - the starting date for the NEW Congress, not the termination (formal “adjournment”) of the old one?
ISTR that Congressional sessions usually end just before NYE (Jan 1 being a formal holiday), and the new lot swear in on 1/3. Though nowadays, who can tell WTF they might do….?

The XX Amendment says that members are elected from March 4 to January 3. It doesn’t speak of when Congress is adjourned.

The reason Trump wants this is so he can make recess appointments.
