4) Civilians shield terrorist; Israelis can only identify him through IDF pics.
5) Israelis arrest terrorist.
6) Israelis release civilians.
7) Israelis release terrorist and 399 more like him in exchange for platitudes or possibly the mangled remains of an Israeli.
8) Go back to step 1.

If you want to blame the Israelis for something, blame them for failing to seriously discourage terrorism.

It’s hard to argue with that.
